Jan Borowy is a partner at Cavalluzzo LLP where she specialized in union-side and non-union employee pay equity, human rights and labour relations. Jan regularly appears before the Pay Equity Tribunal, the Ontario Labour Relations Board, labour arbitrators, and the Human Rights Tribunal, She argued the precedent pay equity case, ONA v Participating Nursing homes dealing with maintenance of the proxy comparison method at Divisional Court and the Ontario Court of Appeal. In the federal sector, she successfully argued, CUPW v Canada Post, which advanced pay equity for the female-dominated rural and suburban mail carriers. She appeared at the Supreme Court on behalf of the Equality Coalition and LEAF in the three most recent cases dealing with pay equity and substantive equality. Prior to attending law school, Jan worked for many years as a trade union representative and community organizer.

Raquel Chisholm advises employers at both the Ontario and Federal jurisdictions in all areas of labour and employment law, with a particular focus on human rights, disability management and pay equity. Raquel articled with Emond Harnden in 2003, joined the firm as an associate in 2004 and became a partner in 2014. She received a Bachelor of Arts degree from Bishop’s University in 1992 and an LL.B from the University of Ottawa’s Common Law Program in June 2003.

Raquel provides a wide variety of services including drafting employment contracts, management training, legal opinions, collective bargaining and policy writing. She represents clients at labour arbitrations, as well as hearings before the Pay Equity Hearings Tribunal, Human Rights Tribunal of Ontario, and Canadian Human Rights Tribunal. Raquel also advises clients during investigations by the Canadian Human Rights Commission.

Raquel has in-depth knowledge of the pay equity area. With considerable experience in both the provincial and federal sectors, she has aided clients with pay equity audits, conducted seminars for employers, negotiated pay equity plans, responded to and settled pay equity complaints, and assisted clients with addressing and managing their pay equity obligations both in achieving and maintaining pay equity.

Before embarking on her legal career, Raquel worked for The War Amputations of Canada for seven years and developed an expertise in many areas of charity and not-for-profit management. During that time, Raquel became a member of the Canadian Society of Association Executives (“CSAE”) and earned her Certified Association Executive (“CAE”) designation through its Association Management Education Program. Raquel uses this experience to advise her charity and not-for-profit clients on corporate governance matters such as corporate law compliance, by-law revisions and conflict of interest.

Sandra Haydon brings over 20 years of experience working with clients in both the public and private sectors under both federal and provincial pay equity legislation.  She has worked with both unionized and non-unionized workforces on dozens of job evaluation / pay equity projects.  Prior to starting Sandra Haydon & Associates in 2014, Sandra worked for a global consulting firm where she held a number of leadership roles in the firm’s human capital practice.

Sandra has provided advice and support to organizations to create project plans and supporting communications; develop terms of reference for committees; create pay equity compliant customized job evaluation tools and support implementation of recognized off-the -shelf plans; undertake job content data collection through both questionnaires and interview processes; and train and facilitate job evaluation committees.  Over the course of her career Sandra has evaluated thousands of jobs across various occupations, levels and sectors.  Sandra has completed multiple pay equity plans including all underlying mathematical analysis covering classification and compensation design (base and performance/incentive pay), pay equity and internal equity.

Sandra is currently working with multiple organizations to support the analysis and project planning for the implementation of the new pay equity requirements under the federal legislation.  These clients include both public and provide sector organizations across the aviation, finance, and broader public service with and focus on crown corporations and agencies.  Working with these clients, Sandra has supported the development of processes and materials to support the work ahead including Notices, Communication Plans, Project Plans, and analytic tools to test current state.

Jennifer has acted on behalf of employers in grievance arbitrations, human rights tribunal proceedings, wrongful dismissal claims, judicial review proceedings and federal and provincial labour board matters. She also regularly provides proactive and strategic advice to employers relating to workplace issues and labour relations, including collective bargaining.

Prior to joining our Toronto office, Jennifer practised labour and employment law at a management-side labour and employment boutique firm and completed a clerkship at the Ontario Superior Court of Justice in Toronto.

She has also worked as in-house labour counsel at a large regional hospital.

Jayna Koria is a Senior Principal Workforce Rewards consultant based out of Toronto. Jayna has been with Mercer for over 15 years. Jayna has extensive experience working with public and private organizations in conducting various rewards and compensation projects. From developing salary structures and designing job evaluation tools, to managing employee engagement surveys, reviewing HR programs and policies, specializing in pay equity reviews.

Jayna is the National Compliance Pay Equity Lead for Canada bringing together resources and specialists across the country to support our clients.  Jayna has extensive experience with both Ontario and Quebec pay equity legislations working with many large multinational clients in ensuring compliance.

Jayna holds an honors degree in Economics and Management Science from the University of Kent at Canterbury, UK.  Jayna is also currently enrolled in the Certified Employee Benefits Specialist (CEBS) program and has earned the Retirement Plans Associate (RPA) designation.  In addition, Jayna has completed the Canadian Securities Course

Amanda joined the Pay Equity Unit in 2020 and has been working on advancing pay equity in federally regulated workplace since then.

Prior, she worked at the Labour Program in various roles, including doing research and crafting policy concerning workplace violence and harassment.

Her focus has always been on matters pertaining to gender equality. She was a joint lead during her time at the Innovation Unit for the 2019 Symposium on Women in the Workplace. She also worked at the Gender Based Analysis Centre of Expertise and coordinated ESDCs first submission on Gender Budgeting.

Amanda has a Master’s in Legal Studies and is ABD on her Sociology PhD work.
