Trevor Loke is the Executive Director of Transparency International Canada. He has experience advising NGOs and grantmakers, including the Transparency International Secretariat, on global partnerships and campaigns. He has held management roles with MakeWay Foundation, the University of Portsmouth, and Coast Funds, and is the co-founder of two philanthropic technology startup companies: Weeve and Orgmatch. Trevor also served a term in public office as Park Board Commissioner in his home city of Vancouver.

Rodney became a Certified Anti-Money Laundering Specialist (CAMS) in early 2011, and is also a graduate of the Canadian Institute Financial Crime Analysis course at Seneca College. He is also a Certified Bitcoin Professional (CBP) and a Certified Ethereum Professional (CEP), who fell down the rabbit hole in 2013. His financial compliance experience includes anti-money laundering (AML), counter terrorist financing (CTF), fraud and Legislative Compliance Management (LCM). Over the past 16+ years, Rodney has held positions both in-house and as a consultant, a strategic leader, and a founder. Rodney currently sits the Canadian Blockchain

Consortium’s Regulatory Committee, and the Canadian Money Services Business Association’s Dealers in Virtual Currency Committee. He also sits on the CryptoCurrency Certification Consortium’s (C4’s) Certified Bitcoin Professional Examination Committee, where he assists in revamping the content and training materials for the current certification.

Stephen has previously held AML Manager positions at cryptocurrency exchange, Bitfinex and HSBC and as a Certified Trainer for Blockchain Analytics company, Chainalysis, he helps traditional professionals enter the world of web3.

Stephen has been a contributor to several media and news publications and also participated in International Public Private Partnerships initiated by Interpol, FinCEN and FINTRAC to counter human and fentanyl trafficking, darknet marketplaces and financial crime in the cryptocurrency industry.

Stephen Scott is a former member of the RCMP and in 2017 through 2021 was an investigations and training consultant to the UNODC GPML in Southern Africa. While in the RCMP, Stephen worked in the Calgary Integrated Proceeds of Crime AML Unit, INSET and the IMET JSIU where he managed and conducted money laundering, asset forfeiture, organized crime and terrorist financing investigations for 24 years. As a member of the RCMP IPOC AML Unit Stephen served as the FINTRAC liaison, CBSA currency interdiction contact and the “gatekeeper” to the Alberta Justice Civil Forfeiture program. He was a designer and facilitator on the RCMP Advanced and Basic Proceeds of Crime / ML courses as well as a facilitator at the Canadian Police College for the National Expert Witness training and Drafting Information to Obtain search warrants courses. In 2019/20, Stephen Scott served on contract as a sworn member of the Royal Cayman Islands Police Service Bureau of Financial Investigations conducting international money laundering and asset forfeiture investigations. Currently, Stephen is a licensed Private Investigator in Alberta and is currently contracted to firms that conduct due diligence, background, OSINT and asset recovery investigations.

Supt. Adrienne Vickery is the Director of Financial Crime at the RCMP’s Federal Policing Criminal Operations in Ottawa. She has extensive experience working financial crime investigations and leading program optimization efforts within the RCMP. She is recognized for her knowledge of the investigational risks associated with the illicit use of cryptocurrency, and has led the implementation of RCMP policies, guidelines, tools and training needed to assist investigators through the identification, investigation, seizure and management of cryptocurrency assets. Supt. Vickery is a founding member of both the RCMP’s national Virtual Currency Working Group and the International Virtual Assets Working Group, strengthening global efforts to tackle cryptocurrency-enabled crime. She is a strong advocate of building and maintaining public-private partnerships to support information sharing, money laundering enforcement and asset recovery.

David joined the Outlier team with extensive compliance experience, providing compliance guidance and building compliance programs for Federally Regulated Financial Intuitions. He has an established track record of providing insightful compliance solutions. David has also acted as Chief AML Officer (CAMLO) for a Money Services Businesses (MSB). His expertise includes anti-money laundering (AML), counter terrorist financing (CTF), Fraud, Privacy and Legislative Compliance Management (LCM). David’s educational background encompasses Accounting, Forensic Accounting, Finance, and Economic Crime.

David first memory that has fueled his passion for compliance was while working in a Fraud Department of a Federally Regulated Financial Intuition. He was asked if he would be interested in reviewing newly drafted procedures related to Anti-Money Laundering, given the overlap that is sometimes seen between a Fraud Department and an Anti-Money Laundering Department in relation to reviewing of transactions/active. David jumped on the chance and resulted in him moving over into Anti-Money Laundering role and the rest is history – he has been in compliance roles ever since.

David is a true supporter of Outlier’s mission statement “good compliance can enable good business” He is also a firm believer that it starts with the tone at the top.
