Joan Atlin, Sr. Director, Strategy, Policy, and Research, World Education Services Joan Atlin has served as Sr. Director of Strategy, Policy and Research at World Education Services (WES) since 2019. In both staff and consulting roles, Joan has led and executed policy and program initiatives on professional licensure and workplace inclusion of internationally educated professionals. She has participated on national and provincial level tables to advance licensure for internationally educated health professionals convened by Health Canada, Ontario Ministry of Long Term Care, and the National Newcomer Navigation Network. Joan has also served in staff roles including Director of Programs for the Toronto Region Immigrant Employment Council and Senior Policy Advisor on Access to Professions and Trades in the Ontario Government.

Emma was recognized by her peers in the 2024 edition of the Best Lawyers to Watch in Canada for her work in Administrative and Public Law and Health Care Law. Preeya Singh (she/her) is the Director of Professional Conduct, General Counsel and Diversity, Equity and Inclusion (DEI) Officer at the College of Audiologists and Speech-Language Pathologists of Ontario (CASLPO). Her responsibilities include oversight of professional conduct investigations and prosecutions as well as capacity inquiries, legal support to CASLPO’s Board of Directors and fulfilling the role Privacy Officer. Preeya also leads the planning, development and implementation of DEI initiatives across CASLPO, including hosting speakers who address discrimination in healthcare, supporting the collection and reporting of demographic data, policy review, and Board and committee training.

Preeya currently sits as Co-Chair of the DEI Network for the Health Profession Regulators of Ontario (HPRO) and sits on the Board of Directors for Elder Abuse Prevention Ontario. She is a past Co-Chair of the HPRO’s Investigations & Hearings Network and past Co-Chair of the Conference Committee for the Society of Ontario Adjudicators & Regulators. She has spoken at various conferences and workshops, is a graduate of the University of Toronto (Hons. B.A.), the University of Manchester’s School of Law and is a lawyer licenced with the Law Society of Ontario.

Enniael Stair (she/her) is an associate at Steinecke Maciura LeBlanc practising in all areas of professional regulation. Enniael earned her law degree from the Schulich School of Law at Dalhousie University along with a certificate in Criminal Justice. She was involved in various initiatives, including volunteering with Pro Bono Dalhousie, serving as an editor for the Dalhousie Law Journal, and serving as an academic peer mentor for first-year law students. Enniael also sat on the Board of Directors for the Law Student’s Society and was a member of the Law Faculty’s Equity, Diversity, and Inclusion Committee. She received the Blakes’ Scholar Award for academic excellence and community involvement along with awards for excellence in criminal law and alternative dispute resolution. Before joining Steinecke Maciura LeBlanc, Enniael clerked for judges in the Ontario Superior Court of Justice and the Divisional Court. She also holds a Bachelor of Science (Honours) in the Life Sciences from Queen’s University.

Richard Steinecke (he/him), who co-founded the firm in 1997, continued to practise professional regulation law with enthusiasm until his retirement in 2022.

Because of its comprehensive nature, courts and tribunals have cited his book “A Complete Guide to the Regulated Health Professions Act” dozens of times, even in cases dealing with non-health professions. He still updates his book twice a year.
In 2015 he received the Regulatory Excellence award from the Council on Licensure, Enforcement and Regulation (CLEAR) and in 2019 he received the Tom Marshall Award of Excellence for the Public Sector from the Ontario Bar Association.

He has written three crime novels related to professional regulation: Disgraceful, Dishonourable, Unprofessional, Conduct Unbecoming, and Ungovernable.

Nicole is a lawyer and has been a licensee of the Law Society of Ontario for over 20 years. Nicole graduated from Queen’s University Law School with an LL.B in 1998 and, more recently, completed her LL.M (Masters in Law) at Osgoode Law School with a focus on the modernization of professional health regulation. Prior to joining the College, Nicole practiced law as a civil litigator at a national, full-service law firm appearing at all levels of court as well as arbitration and mediation. Nicole brings over a decade of experience as a faculty member and faculty leadership in post-secondary education with expertise in educating students enrolled in professionally accredited programs. Nicole has worked with other health regulators as well as a non-health regulator in professional regulation, and accredited post-secondary education for paralegals. Nicole was appointed and re-appointed for several terms as an Adjudicator with a Federal tribunal adjudicating medical appeals to determine eligibility for the Canada Pension Plan. Finally, Nicole volunteered as a board member on the Lakeridge Hospital Board, a multi-site hospital serving the Durham Region, for two consecutive terms.

As Registrar & CEO of the College, Nicole is committed to providing effective leadership to serve the College’s mandate to protect the public. Nicole has prioritized the College’s obligations to Truth and Reconciliation as well as its commitment to equity, diversity and inclusivity by, among other initiatives, meeting with and hearing directly from the Chiefs of Ontario as to what footcare model will best serve the needs of First Nations communities. Nicole supports Council’s stated commitment as expressed in the College’s Strategic Plan, moving towards the Podiatry Model of footcare in the province with the support of the Chiefs of Ontario.

Nicole recognizes the critically important role of Chiropodists and Podiatrists in contributing to the overall health and wellness of Ontarians. Importantly, the footcare provided by registrants of the College has profound implications for lowering the rates of lower limb amputations and, under Nicole’s leadership, the College will continue to work with registrants through quality assurance initiatives to assist registrants in providing the best care to their patients.
